Meaning of "To the best that I am able"

Someone just wrote in a mail sent to me "to the best that I am able", I'll attend when the time comes.

Please what does it mean to say...to the best that I am able. Does it mean the writer for example in this context is certain of attending the event.?

To my understanding, it's not certain but the writer does not want to be obviously direct. Like say, if I can or if only I can.

So, it means to the best of my ability (not giving something extra), if I have the time or if I can. That's it.

Shereefah

It means, "if I'm chanced". I won't go outta my way to attend but I will attend only if I have the free time.
