Yes, Duolingo and ITEP are 100% virtual.

Well, maybe back in the days. I don't think any of them still waive English test in 2024.

Although some of them might not mandate IELTS, you may have other options like TOEFL, ITEP and Duolingo.

You just need to go through the school's website to have clearer picture.

Please who knows any University in the United States that doesn't require IELTS before masters admission for foreigners?
