This happened to me some times back on Operamini not the main Opera browser though, in fact, from personal experience it's something that occurs maybe seldomly after a recent update.
I tried everything to no avail, had to leave it and started using other browsers. Came back to it few days later I think two days or so, and it started working. I guess it's a problem with their server after some changes and has nothing to do with the user. I suggest you give it some time.

Opera keeps switching my network data off, but I notice the same data works fine on other browsers. However each time I open Opera browser to use it the data either starts fluctuating or permanently stops working.
Could it be that I messed up with something in the setting?
