Anyways do you have any 'APK' on your phone or PC? APKs are android application packages similar to APPs but usually not downloadable through the Play or App store. APK is simply an App in its raw form.
So, it's an app you probably downloaded from another source.
If yes, was the APK given full permission on your gadget?
If yes, disable the permission or the APK for the time being and try the download again.
If that doesn't work, your firewall might have been blocked, and you may need to enable your firewall setting.
