I wouldn't wash my plate or related materials in a general washroom for any reason like the office woman you described though, but if it's my personal bathroom, I see nothing bad there.

Even though I think the proper thing to do whether in those situations you described above or you occupy a tiny space without kitchen, is to get one or two big bowls (be it in your room, living room or any other space), wash and rinse the dishes inside the bowls, and pour the water in the bathroom after washing.
A little bit of cleaning wouldn't be bad for the bowl(s) too after pouring the water.
