I applied for a job where attractive salary was included and I was scheduled for an interview, when I was asked for expectation I said 300 - 400k, to my surprise, the interviewer said the salary is 100k. I think if a salary is attractive, it should be above general market value, mind you, the general market value for this job isn't even this low.

Why do recruiters do this? I was so disappointed 😥 I wouldn't have wasted my precious time and effort on that job interview.

I disagree. An attractive salary is a salary above market value, a salary that's probably times 2 or more of the general market value, it's different from saying competitive salary which is market related. The job poster in this situation is just a liar.
