I applied for this job, was called for an interview, and after doing my findings about the company, I decided not to go because I'm sure their culture doesn't match what I'm looking for.
The recruiter has been calling me since then anyway, asking for a reschedule, I don't want to be harsh.
I assume he should just let it slide, why is he disturbing me and how can I turn him down?

Some of the them already know who they prefer by running through the CV alone, only when this person messes up maybe during the interview, that's when they move on to another person.
He could believe you seem to be the most fitted person for the role, from what he sees on your application and doesn't want to lose you.
My advice is, come out plainly for him that you are no longer interested, you could send a mail or an SMS to politely withdraw your application, an email will be better.

Maybe he observed your address is closer to the company and you will be able to always resume so early or work till uncomfortable hours. You could be the only one very close to the company and their work schedule might be very uncomfortable, talking from experience. Don't think he's trying to be nice or do you any favour, the next time he calls, let him know you're not interested, you do not need to bother stressing over writing a mail, just let him know through phone call since he calls often.

That cultural issues you are running away from could be the reason they are finding it difficult to fill the position, others could as well be running from the same thing.
Tell him you don't like wasting people's time and that's why you didn't show up as you have decided to withdraw your application at this time. He could just be looking for who to push inside fire.
If he ask for reasons, just say you're occupied with other things right now.

Or the recruiter thinks, he would have no problem accepting peanut as salary because he stays close.

He could naturally be that kind of person that doesn't take his self-respect so seriously.
Only him knows why he keeps calling though, we could just guess.

It could be that a lot of people are rejecting the job or people do not like working in the company because it's full of issues. Therefore, making the recruitment process difficult for him, probably, no single qualified person showed up for the interview. This could make him be under hot pressure by the management team who could be thinking he isn't capable of doing the job, reason he keeps disturbing.
Tell him 'hey, I'm no longer interested and you do not need to call this number again.'

It's not as if he would pity you if you attended that interview and it didn't favour you. Why are you pitying him when it comes to turning him down?
Let him know you've got better things to do than answering his calls.
And you don't need to think of next time, this is reality not a movie scene. If you have any reason to apply there next time, if you're selected, fine and if not, life goes on.
